Governing requirementMSC.1/Circ.1312  ·  MSC.1/Circ.1432  ·  EN 12021  ·  EU POPs Regulation (EU) 2019/1021
The obligation

Why it is required

Foam ages in the tank and the certificate on the bulkhead does not say how. MSC.1/Circ.1312 sets the performance and testing criteria for foam concentrates, and MSC.1/Circ.1432 requires periodic sampling and testing. Since the PFAS restrictions came in there is a second question on top of the old one: not only whether the foam still performs, but whether it is still permitted where the vessel trades. An EU flagged ship and a non-EU flagged ship calling the same EU port do not get the same answer, and we report both separately.

  • Where a sample fails we can replace, dispose of and flush the system in the same attendance

Questions

Frequently asked

How often does foam concentrate have to be tested?

Periodically under MSC.1/Circ.1432, with the interval depending on the foam type and the age of the concentrate. We confirm the interval for the specific product on board.

What happens if the foam fails?

We quote the changeover as one job: draining, IBC tanks, certified disposal, tank cleaning, new concentrate and the documentation pack, so there is no second attendance.

Is my foam legal in the EU?

That depends on the flag as well as the port. We report the IMO position and the EU position separately so the answer is not mixed up.

Do you test breathing air?

Yes, to EN 12021, sampled at the compressor and at the cylinder.
